Irving, master of the Qufeen Mary, a pipe for breaking the Atlantic speed record. He col- lects pipes and smokes them al- most constantly, . and important occasions in his life are usually signalized by the ceremonious presentation of a B. B. B.—Best British Briar—which type of pipes features his collection of several hundred. The tall, smiling, wind-and- suw-tanhed skipper is a border Scotsman of Kirtlebridge, Dun- freeshire, 61 years old, a sailing man for 47 years, 35 years with the Cunard line, barring time out for war service. He is deliberate, friendly, chatty and easy-going, the last nftan in the world to pose for the portrait of a speed demon, Next to pipes, his hobby is col- lecting carvings of miniature ele- phants. The Soil of a retired army col- oAel, With no seafaring folk any- where In his line, he went to sea at i2f on the school ship Conway, and, at 14, shipped on a four- njiaster around the horn to San' Francisco. He joined the Cunard line as fourth officer. His first command was the vennonia, and later he was master of many of the crack ships of the line, in- cluding\ the Lusitania, in 1914, and the Adultania. In nis native Kirtlebridge, he lives in a house built in 1770, tramps through his 1,500 acres of copse arid moors, works in his garden and raises spaniels. Doable taxation of the gasoline used by 20,000,000 Ameripan fam- ilies and Nearly 5,000^66(1 truck owners may end nesit year. That possibility is seen in the growing sentiment in Washing- ton to permit the emergency fedr eral excise taxes, ina'Ugurated in 1032, to lapse on June, SO, 1939, the end of the current fiscal year. Among the excise taxes are those levied on gasoline, lubricating oil, automobiles and parts. Approxi- mately half of Che total revenue from these emergeney faxes is derived from the federal gasp- line tax which duplicates the taxes on gasoline levied by the state. A substantial part of the balance of the revenue is derived from automotive levies, with the result that the burden of these taxes falls chiefly on the nation's motorists, who also are tasted heavily by the states. Committees of both the House and Senate have recommended that the federal government with- draw frorri the taxation of gaso- line, leavirig it to the states.
