Leg islative Finding: Policy. This Board recognizes the commendable and essential func- tions carried on by organizations which are supported wholl y oi largely by contributions. It finds that (1) it is in the public interest that the continued operation and growth of many such organiza- tions should be encouraged; ( '2) that the Long Island Fund is a usefu l and effective medium of raising funds for a number of charities generall y thought to be worthy of public support; and (3) count y officers and employees should be encouraged , although en tirely without anv compulsion , to support the Long Island Fund and enabled to do so easily, at thn ' r election , by permitting payroll de- ductions to be made. Section 2. Authorization to Treasurer. The C ounty Treasurer is hereby authorized and directed, upon the recei pt in writing from any officer or emp loyees paid by count y funds authorizing him to do so , to make deductions from the pay of such officer or employe , to the extent directed for the ac- count of the Long Island Fund and from time to time to pay such monies to said fund. The Count y Comptroller may make such reasonable rules and regula- tions concerning such authoriza- tion and deductions as lie may deem necessary and the g iving of authority, the deductions made and the payments to the fund shall be pursuant to such rules and regulations , a copy of which and of any amendments shall be filed forthwith in the office of the Clerk of the Board of Super- visors. Section 3. Reservation. Nothing herein contained shall be deemed to be official county governmental sanction of the Long Island Fund or any of the organizations for which it manages the solicitation and collection of supporting funds , or an indication on the part of the Board of Supervisors that all county officers and emp loyees or any one or more of them should give such authorization to the treasurer as a condition to em- p loyment , rating or privileges , the policy of the Board being that it is a matter of the conscience of the individual .
