Councilman Elmer A. Stotzk read a communication from the Slate Department of Audit an' Control which stated that thi town board did not have the righ to adopt a resolution directing the addition of fluorides to the watei system back in 1954. Mr. Stotzky had written to the department asking if the town board , \ sitting as the water com- missioners , may resolve to discon- tinue the fluoridation of the water without a public hearing, \ and if \the permission of the commis- sioner of health is needed prioi to discontinuance?\ In his reply, George F. Whalen counsel to the comptroller , stated : \This department has held that fluoridation of water supply has no relation to the potability of the water nor to its use for sani- tary or other purposes. \It is our opinion that specific statutory authority would be re- quired before a water district could purchase and use fluorida- tion apparatus. In other words the town board did not have the righ t to adopt a resolution directing the addition of fluoridation to the wa- ter system. \ Last month the town board vo- ted to accept the offer of another state agency, the health depart- ?nent , to undertake a four-month . survey of the Riverhead Water District. Home owners have com- plained repeatedly about the bad tasting water and the rust content which ruins laundry. The State Health Department plans on finding measures to elim- inate the rusty condition and to demonstrate that there is no rela- tionship between fluoridation and the taste and qualit y of the town ' s water supply. In reply to another query of Mr. Stotzky, the Department of Audit and Control informed him that a town may expend money for sodium fluoride treatment of the teeth of pre-school children in the town and may also distribute fluoride tablets to children in the town. According to Town Attorney Jacob Harding, the statement from the Department of Audit and Control regarding the legality of the fluoridation of the water , \ can 't be taken at its face value because it appears to be too shocking. \ The statement , he ad- ded , is not clear and needs inter- pretation . Mr. Harding said that he would take immediate steps to clarify the board' s position. A public hearing had been held prior to the adop tion of the reso- lution in June of 1954 , and the permission of the state commis- sioner of health was obtained. But , the letter from the Audit and Control Department seems to indicate that specia l state legisla- tion is required before a munici- pality can fluoridate its water system , Mr. Harding said. .Miss Linda Kil l ) of Carden City. | who was seriously injured July 10 in ;i motorryclo accident in Brook- h:ivi j n . continued for the second week on the critical list at Brook- haven Memorial Hospital, accord- ing to hospital authorities. The 19-year-old girl was injured when the motorcycle on which she was riding left South Country Road and struck a house , police . -aid. The driver . John Kasten- dieck , 26 , of 145 Pearl Avenue, Holtsville. was also injured , and is in fair condition at the hospital. Miss Kilo Continues In Critical Condition supper. Farmers Institute and its energetic Ladies ' Auxiliary an- nounced p lans for its fourth an- nual Potato Blossom Ball. This gala event has been sched- uled for August 5 , at Regulas Corner , Riverhead , and will be highlighted by the selection of the 1961 Potato Queen. Contestants must be unmarried daughters of Long Island potato farmers , 17 to 20 years of age , according to the committee in charge , headed by Mrs. Herbert Smith of Calverton , and they can call Mrs. Smith by 6 p. m. tomorrow at PArk 7-1452 or JAmesport 2-3528 , for further information and rules of the con- test. All beauty queen entries and their escorts , are honor guests at the ball. The first official duty of the new queen will be to determine the winner of the \tdke-your- choice \ awards of a new tractor or $2 , 000 in cash. Shares are be- ing sold to raise funds for the active promotional program the auxiliary will carry out during the coming potato marketing season. Each shareholder is entitled to ad- mission for two at the dance , Au- gust 5. Mrs. Anthony Tiska of Bridge- hampton is chairman of the com- mittee on arrangements for this enterprise. Among other LIFI activi- ties , were participation in the now-famous L. I. Potato Week , and the sponsorship of the 1960 Potato Queen at several Suffolk County affairs , as well as the New York State Fair at Syracuse.
