Suffolk Budget Continued from page 1 , this section the tax rates for both the entire county, and the County Police District (th e five western town- ships). The county rate will rise one cent to $1.62 per $100 of assessed valuation , while the rate for the police district will rise two cents to 94 cents per $100 of assessed valuation. Mr. Dennison de fended the budget , stating \it begins to re- flect the results of month s of sur- veys of the various departments and the initiation of new methods and procedures in the operation of county government. \ He also con- gratulated his bud get o fficer , Frank Zaletel , for \instituting a new study for the streamlined , professional operation of budget management. \ In other action , the board by resolution , approved the tax rate for each township to pay for the $6 ,237, 800 County Police District budget. The five westend town- ships tax rate per $100 assessed valuation is listed as follows : Ba- bylon , $.092; Brookhaven , $.111 , Huntington , $.116; Islip, $.076; and Smithtown , $.071. '' Defeated for re-election as town receiver of taxes was Wilfred J. Paquette. Jr .. of Coram. The win- ner. Alex ( ' . Proios of Lt*ke Ron- konkoma . polled 21 . 1.S 7 votes to 20 , :W2 for Mr. Paquette , who was seeking a second two-year term. Fourth Term Re-elected to his fourth term as town superintendent of hi g h- ways was Republican Charles W. Barraud of Mt. Sinai. \Mr. Bar- raud defeated his Democratic con- tender Martin Metznor of Lake C rove b y 4, 770 votes. Mr. Bar- raud received 2o , 109 votes and Mr. Metzner got 1S . .^. ° >9. Mr . Metz- nor was Mr. Barraud' s deputy superintendent until the superin- tendent asked Mr. Metzner to re- sign August 17 after the Brook- haven Town Democratic Commit- tee August l(i nominated Mr. \Metzner to run against Mr. Bar- raud. The Republicans re-ele-cted two justices of the peace to serve four- year terms. GOP incumbent Leon E. (liu 'freda of Centereach pulled 22 . \92 votes and Erling A. Larson of Mastic Beach received 21 , 839 votes. Ravmond Batt of Shirley got 18«uA and Robert Cedar of Centereach IS , 721 votes. New Councilmen Elected to four-year terms as councilmen were three Republi- cans. The men and their vote tt tals are : David L. Weissberger of Patchogue. 21 . 1 1(>; Clarence \Touse \ Hough of Coram . 21. 061 , and George Fuchs of Stony Brook , 20 , 835. Defeated in the election were three Democratic councilmen , who had been elected in 1959. The councilmen and the votes they re- ceived are Harold L. Chapman of East Moriches , 20 , 225 ; John A. Young of East Patchogue , 20 , 351 , and Willard E. Keddy, 19 , 701. Elected in 19o9 for four-year terms were Frank Coveney, How- ard Rowland and John J. Foley, who will serve as minority Demo- cratic councilmen for the next two years. Mr. Foley was acting su- pervisor in the occasional absence of Mr. Stout from town board meetings and is expected to serve as minority leader in the sp lit town board. In tne incorporated Village of Patchogue , the Democratic ticket made a strong showing as it had in 1959. On Tuesday, Mr. Stout polled 1 , 846 votes to Mr. Dominy ' s 1 , 562 for a difference of 284. In 1959 , Mr. Stout defeated Mr. Ray- nor . 1 , 713 to 1 348 in Patchogue Village ' s eig ht districts for a mar- gin of 365 votes. Mr. Stout of Center Moriches was elected in November , 1959 in the wake of the Sut^olk \Scan- dals \ investigation. At that time Democrats won their first super- visorship in 35 years. Dayton Hedges , serving in 1905-06 , had been the party ' s last supervisor. In the 1959 election voters chose councilmen for the first time , since Biookhaven entered first-class town status January 1 , 1960. Leaders ' Comment \It was a wonderful victory, \ sa.i GOP Town Leader Earl L. Vandermeulen , who was elected in September as leader after Mr. Dominy stepped down from the position to devote his energ ies to the campaign for supervisor. \The people have chosen their leader- ship for the next two years. This leadership p led ges them a strong, energeti c and economic govern - ment. \ In a statement , Dominic J. Bar- anello , Democratic Town Leader, said , \We have lost a hard-fought campaign in which a record num- ber of voters have participated in a town election. The voters hav e seen fit to transfer the reins of power and responsibilit y to the Republican Party. \We shall see to it that the transition is an orderly one. \I congratulate the winners and wish to thank the many people who worked to brin g out the vote , and perform the many thankless i tasks so necessary in wagin g an election campaign. \It is heartening to know that approximatel y 20,000 voters in the town have endorsed our pro- gram for a better Brookhaven, and I wish to g ive my assurance •-hat the Democratic party in Brookhaven will continue to keep \¦ \hat program alive before the peo- i t>le of our township. \ Dominy Tops Continued fi om page 1 , this section hi.s chances for re-election. Instead of accepting the Sheriff' s pre-election invitation to conduct the campaign on a p latform of issues and not of personalities , Mr. Stout unwisel y decided to unleash a storm of accusations which we believe was a princi pal cause of his defeat. The result of this was also the defeat of every Democrati c candidate on the ballot. The Dem- ocrats presented no p latform fo v stud y b y the voters , instead thev acted more as thc \ outs \ than as the \ins. \ This lesson should serve the candidates of both parties for years to come , as an obj ect lesson in practical politics . We shall have more to say of the local issues in forth- coming editions. On the county level , GOP chairman Arthur Cromarty of Babvlon deserves the orchids. Not onl y did he send his op- ponent , Mr. Muncy, down to resounding defeat for the super- visorshi p but he gained two votes on the county Board of Supervisors which gives him comp lete control. Mr. Cromarty has proved himself to be a wise, intelligent leader. Quiet , mod- est but skilled in parliamentary parley ing, he is now in a po- sition to demonstrate the Republican party ' s ability to keep pace with what is required to solve the problem caused b y a population exp losion. The Republicans were greatly aided m their successful campaign s in seven of the 10 townships b y County Executive Lee Dennison ' s inj ection of himself on both the air and on tbe p latform. Voters of both parties inherentl y favor home rule — I thev are against having their traditional rig hts wrested from them and they dislike the thoug ht of super-government. They look upon public officials as their representatives , not their masters. Never a popular fi gure , Mr. Dennison because of his j grandiose schemes has had his claws clipped. j Congratulations are also due the Republican candidates j who won easil y in the three county-wide races , Welfare Com- missioner John ' L. Barry and County Treasurer Chester Jacobs , b o th o f w h o m were reelected , and D istrict Attorney Joh n P. Cohalan , Jr., who was elected county j ud ge. | As a sidelig ht on the election , it is interesting to note , what , little editorial effect the two dail y newspapers , the Long Island Press and Newsday had on the decision of the vo ters in Brookhaven Town. Williams polled 26, 270 votes against the 21 , 642 votes received b y his Democratic opponent , Albert Matthews , to win by a margin of 4,628 ballots.
