Kuss ' Recreation is a subject which can often be controver sial. Many of our lesidents feel too many tax dollars are being spent on this de- paitment , otheis aie concerned we aie not spending enough. Many ask is it really the responsibility of local government to piovide j recreation progiams foi om child- ien or is it a function of our school systems? Sometimes , I feel we over-emphasize controlled and supeivised recreation to such a point that I w onder who is enjoy- ing it more , the childien or the parents. One phase , however , of the town ' s recreation prog I am that de- serves everyone ' s support is the special class for exceptional child- ien which provides a pr ogram for the physically anel mentally retar- ded youngsters of Islip. Staited four years ago , it was the fiist program operated by a local mu- nicipality in New York State. From an ori ginal 13 children , this program now provides leciea- tion for 188 youngsters. Two buses supp l y transportation foi weekl y field trips. Movies, swimming, mu- sic and athletics are incorporated into as full a schedule as possible. Arts and crafts are an important phase of this program and culmin- ate with an exhibit of the child- ren ' s accomlplishments at one of our local schools. I know all of our Town Board members feel this phase of our recreation department is particu- larly worthwhile and will continue to stress further development of its rehabilatative activities. Many of the other recreational activities are being scrutinized by your town board members with an eye to a more defined policy of w here local governments ' responsi- bility begins and ends in this field. During the next few months , close attention will be given xo eveiy aspect of recreation t ) in- sure that the dollars which are spent w ill return the best in bene- fits to oui l esidents .
